Answer
Yes all additional driver's under the age of 25 years will have to pay the $25 surcharge a day. They can be put down as the lead driver and select the 'Young Drivers Policy' which will cover them on the insurance and they wont have to pay the surcharges - this only applies with Alamo and Budget on the Gold option with Budget you can only have one under 25 driver in total, with Alamo you can pay the Young driver's package for one under 25 driver the other can be added on locally but will have to pay the daily surcharge.
